Southern California has been an oil exploration and producer of crude oil for decades. This has created a large market for soil remediation. However, it has been difficult to locate a plant in the Los Angeles area to process oil industry waste due to the difficulty of obtaining an air pollution control permit for a large plant. In the early 1990s, our client, a stationary and portable thermal remediation company, decided to move out of the Los Angeles air permit district and move north and east to Adelanto, California, where construction and air permits were easier to obtain. Following receipt of permits, a Tarmac 70-ton-per-hour, 10’ x 40’ rotary thermal soil plant was sold and installed. This facility has remediated millions of tons of hydrocarbon compacted soils and has remediated more tons than any other rotary thermal soil plant in the United States. S081
